E.164 International Dialing Format

E.164 is the carrier preferred dialing format. Making use of the country code as part of the phone number is general best practice as carriers will not guarantee that the call will terminate without it.

How does this affect outbound test cases?

1. We must duplicate the dialing format that is presented to us, by the carrier, in the called number field.

2. The carrier will present a E.164 formatted number.
